1. шагу не мочь ступить (без кого-чего) s.o. is unable to act independently (because he is insecure, because another prohibits it etc):

- X шагу ступить не может{{}}≈ X can't (doesn't dare <to>) take a step (make a move) on his own (without person Y's permission, without person Y's go-ahead etc).

2. шагу не мочь ступить без кого-чего s.o. cannot function, act etc without another person or some thing:

- X шагу ступить не может без Y-a ≈ X is lost (helpless) without Y;

- X can't get along (manage, do anything etc) without Y;

- X can't (can barely etc) take a (single) step without Y.

     ♦ Прошло несколько дней с тех пор, как исчезло ведомство капитана Миляги, но в районе никто этого не заметил.
